A small Fairview subdivision built by the city mayor and her husband is the focal point of what could be a contentious public meeting Thursday night.

The modest subdivision in question, Williamsport Estates features four homes connected by a gravel drive off of Old Franklin Road.

Fairview Commissioner Alan Bissell said the subdivision was built by Mayor Beverly Totty, who is also a real estate agent, and her developer husband.

According to Bissell, the small subdivision was not built in compliance with city regulations and there were not any plans submitted to the planning commissioner prior to the project being built.

“When someone builds a subdivision in the city, they are required to take their plans before the planning commission and have that subdivision approved, and that was not done in this case,” he said.

During a meeting on December 17, the now-former codes director Donn Lovvorn took the podium and admitted he made a mistake with the subdivision.

“I honestly thought we had followed the procedures as set forth in the regulations,” Lovvorn said.  He resigned from his position the following day.

Mayor Totty recued herself from last month's discussion since she owns the property.

By phone on Tuesday, she told Nashville's News 2 Investigates, “I did nothing wrong, nor did I know of anything that was wrong prior to this meeting.”

The City Commission plans to ask the mayor tough questions about her subdivision during Thursday's meeting, which is open to the public and begins at 6:30 p.m. at the City Hall.
