JOHNSON CITY, Tenn. (AP) – A Johnson City man is accused of letting female prisoners smoke and drink while on work detail.

According to the Tennessee Bureau of Investigation, prosecutors asked TBI to investigate after reports that Johnson City Jail inmates were returning from work detail drunk.

David Garland supervised the women as part of his job with the Johnson City Parks and Recreation Department. He also was employed at East Tennessee State University.

A review of his time records revealed he was being paid for working the same hours at both jobs.

Garland was booked into the Washington County Jail Friday on theft and official misconduct charges. He is free on $16,000 bond.

The jail had no record of an attorney for Garland.
